摘　　要：“三农”问题始终是关系我国经济社会发展的全局性问题。按照统筹城乡经济发展的要求,坚持政府推动与发挥市场机制相结合,加快“三农”与市场的有效对接,大力推进农村现代市场流通体系建设,着力提高农业、农村和农民的“发展能力”,是新形势下着力解决好“三农”问题的切入点和突破口,也是加快推进我国农业现代化和促进农村经济快速发展的重要物质基础。Issues concerning agriculture, countryside and farmers have always been overall problems for the social and economic development in China. According to the demand of balancing urban and rural economic development and adhering to the combination of the goverment cooperating and market system functioning, the effective connection of agriculture, countryside and farmers with market should be speeded up, the construction of circulation system of modern market in the countryside should be strongly forged ahead and the developing ability of agriculture, countryside and farmers should be primarily enhanced, which is the breakthrough point of resolving the issues concerning agriculture, countryside and farmers under the new situation and also the important material base for quickening agricultural modernization and the rural economic development in China.
