摘　　要：追寻了以书为本、德治的图书馆精神百年历程,提出并论述新世纪图书馆精神是以人为本、法治。而以人 为本首先是内部以馆员为本、外部以读者权益为本,法治既要重视馆员职责也要重视馆员权益。This paper summarizes the connotation of the spirit of library, expounds the history of the development of the spirit of library, and points out the new spirit of library in 21^st century： people first, rule of law.
