粤港政府知识产权保护与管理的现状及其比较分析

摘　　要：作为技术创新动力的知识产权成为国家间以及地区间相互竞争的重要资源,因此,为知识产权的创造、利用和保护营造良好的政策环境便成为政府管理不可或缺的内容。从中观政府管理及政策的角度,对粤港两地政府知识产权保护和管理的现状进行了比较分析,并试图以此为借鉴对当前我国知识产权保护和管理中普遍存在的不足提出政策性建议。As the impetus of technological innovation, intellectual property has become a crucial resource for countries and regions to compete with each other. Therefore, it is indispensable for the government to build a healthy policy environment for creating, utilizing and protecting intellectual property. By comparing the development and present condition of intellectual property protection and management in Guangdong Province and Hong Kong, the article tries to analyze the status and the reason to the management difficulties in two regions, and what can they learn from one another. Meanwhile, some policy suggestions are put forward to improve the deficiencies widely in present condition of intellectual property.
