摘　　要：说明了电信管制的基本情况。从固定通信市场以及移动通信市场两个方面介绍了澳大利亚电信市场的发展情况。阐明了电信资费管制的上限管制、对于潜在弱势群体的保护以及新技术与新兴技术的资费管制情况。叙述了澳大利亚3G的发展与管制情况。This article introduces some basle situations of teleeom regulation. Firsdy, it presents the developing status of Australian teleeom market in terms of fixed communication and mobile eommunieation, Secondly, it demonstrates the upper limit regulation of telecom tariff, the protection for the potential vulnerable group, and the regulation status of the tariff of new technologies. Lastly, it describes the development and regulation of 3G in Australia.
