摘　　要：人类社会生活的基本背景是冲突而不是均衡,而和谐却是社会合作所以可能的基本条件。建构和谐社会不是要消灭差别或者“均贫富”,而是通过合理的制度安排使生活在不同社会位置上的人们各得其宜。现实中国正处于从传统的计划经济体制向市场经济体制转轨过程中,市场经济条件下的中国社会对于社会公正的需求较之以往更为急切,这在客观上要求政治结构承担起更多的社会责任。The ground of human＇s social life is conflict rather than equilibrium, and harmony is the basic condition that makes social cooperation possible. The purpose of constructing of harmonious society is not to get rid of difference or to average fortune, but to make each people living in varied social position comfortable through appropriate arrangement. The present society of China is transforming from planned economic to market economy, and under the market economy circumstance the demand for social fairness is more urgent than any time before, which objectively requires the government undertake more social duties.
