摘　　要：高等院校加强党的执政能力建设,核心就是要按照党的十六届四中全会精神的要求,认真加强领导班子建设,努力提高领导班子和领导干部办学治校的能力和水平。高校领导班子要坚持“三个代表”重要思想,不断提高用马克思主义的立场和观点统领学校工作的能力;要坚持民主集中制原则,不断提高领导和管理学校的能力;要坚持发展这个第一要务,不断提高推进学校改革和发展的能力;要坚持以人才为本的治校方略,不断提高人才管理的能力;要坚持以学生为本的办学理念,不断提高构建和谐校园的能力。The key to strengthening the Party＇ s executing ability in institutes of higher learning is to strengthen the construction of the leading group and make efforts to improve the leading group＇ s ability to rum a college. The leading group in the institutes of higher leaming must follow such rules as： adhering to the important thought of “Three Representatives” and increasingly improving the ability to nan a college through holding the Marxist stand and viewpoint;adhering to the principle of democratic centralism and improving the leading and managing ability; sticking to the people - oriented perspective in marmging the college and continuously improving the ability to administer the staff; sticking to the student - oriented concept of running a college and constructing a harmonious college.
