摘 要:道路货物运输供给的结构性失衡阻碍了中国道路货运业的健康发展,它不仅表现为运力的结构性失衡,更重要的是运输基础设施的结构性失衡和运输组织的结构性失衡。以运输量为主变量合理配置运输基础设施、构建“大小结合”的货运组织化发展模式、强化硬性约束、政策引导与利益保障是解决道路货物运输供给结构性失衡的重要措施。The structural unbalance in road freight transportation supply has hindered the development of road freight transportation industry in China, and it is shown as structural unbalances not only in transportation capacity but also in transportation infrastructure and transportation organizations. The authors in the paper believe that disposing transportation infrastructure rationally for the host variable with transportation volume, structuring the systematic freight development model with good combination of sizes, strengthening rigid restriction, and offering policy guidance and interests support are the important measures to deal with the structural unbalance.
