摘　　要：近几年来，高校安全状况十分令人担忧，高校保卫组织存在严重的权责不符现象。授予高校保卫组织一定的治安管理权作为公安机关工作的延伸和补充，既有现实的急迫性和重要性，又有合法理性和操作性。In the recent years, the security condition in colleges and universities causes anxiety, for the rights and duties of the security organizations in colleges and universities are not in agreement with each other. It is urgent, significant, legal, rational and applicable to grant certain power of keeping public order to the security organizations in colleges and universiteis as an extension and supplement of the work of the public security organs.
