摘　　要：中小企业制度是联结所有者与一般员工之间的一种机制,具有实现二者之间的传导、协调、激励的职能。中小企业的能力由所有者个人能力、员工能力和企业制度三者构成,由于企业制度在转化两种能力为企业能力过程中的催化剂作用,使得企业制度成为影响企业能力的重要因素。因此通过营造宽松的工作环境等多种方式的制度建设来促进中小企业能力的提高就成为企业能否长期稳定发展的关键。The system in small business is a kind of mechanism linking the business owner and the employees, which functions in the communication, coordination and stimulation. The competence of small business comes from owner＇s individual capacity, employees＇ capacity and the business system. The business system has the dominant influence on the business competence because of the catalyzer effect in transferring the capacity of the owner and employees to business competence. So it is the key work for long terms stable development of small business to strength the small business competence by many methods of system building.
