摘　　要：本文通过论述土地利用总体规划在编制和实施中的决策机制的重要意义及当前存在的不足,提出通过推行公众参与制度和建立土地利用总体规划的听证制度完善土地利用总体规划的决策机制,使土地利用总体规划更科学、权威和可行。In this paper, we analyzed the significance of the Decision Mechanism to General Land Using Plan and found that there are some insufficiency about iL So we advised that we should build up the public participant institution and the hearing institution to make the general land using plan become more scientific, authoritative and exercisable.
