摘 要:按照公共财政理论的分析 ,教育具有公共产品和准公共产品的属性 ,政府在发展教育 ,增加教育财政投入方面负有不可推卸的责任。我国目前教育财政投入中的主要矛盾是 :教育投入总量不足 ,结构不合理 ,财政财力有限 ,支持不力。要使“科教兴国”战略得到贯彻、落实 ,必须深化教育体制改革和财政体制改革 ,发挥财政教育投入主渠道作用 ,财政投入与非财政投入双管齐下 ,形成多主体、多渠道、财政牵头、全民参与的教育投入机制 。According to the theory of public finance, education has the features of both public goods and parapublic goods. The Chinese government should take full responsibility for the development and finanical expenditure of its education . At present, we are faced with some major problems, for example, the insufficiency of total expenditure and the improper educationan structure, the ineffective financial support , To completely carry out the strategy of rejuvenating China through scientific technology and education, we need to reform the educational system and financal structure and give full scope to the main channel of financial expenditure. We should on one hand increase the budget on education and on the other hand increase the nonfinancial expenditure so as to form a multisubject, multichannel, leading by finance and partacipting by all the people expenditural mechanism of education. Only in this way, can we take full advantage of our educational resources.
