摘　　要：本文针对传统排污费(税)制度和排污许可权交易制度中存在的不足,在激励与控制的基本思想指导下,在锦标制度基础上建立了单一行业污染排放物的定价机制。该机制通过促进高污染企业向低污染企业转移,实现了对企业积极主动采用污染排放治理技术的激励。对该机制的进一步分析表明,当激励强度较低时,企业完全承担了排污收费;而较高的激励强度,排污收费实则由消费者和企业共同分担。By summarizing the deficiency of traditional pollution charges system and tradable pollution permit program, a pollution pricing model of one-industry was established under the guidance of the stimulant and control theory in this paper. The pricing formulas about the condition of budget balance and total amount of pollution were given and the theoretic analyses were done.
