摘　　要：英国开放大学的创建被公认为英国教育在20世纪的创举。进入21世纪,英国开放大学制定了2002-2012年战略计划。从政治、经济、社会、技术、竞争等方面分析了开放教育发展的环境;从开放教育所面向的人群、区域、方式、理念等方面阐述了开放教育的办学使命。该计划的全面性和可行性很值得我国远程教育借鉴。The set-up of British open universities is considered publicly as a creation in the 20th century. British open universities has made 2002-2012 strategic plan after entering 21st century. It analyzes the development environment of open education from the aspects of politics, economy, technology and competition. It relates the mission of open education from the angles of human group, region, manner and perception. We should learn something from its comprehension and feasibility.
