摘　　要：科学发展观的提出,标志着新世纪中共全面发展观的形成,其着眼点和精神实质,是以新的发展思路、选择新的发展道路和发展模式,实现经济社会更快更好的发展;它与传统发展观的不同,在于其科学性;这不仅是发展理念的进步,也是发展战略和政策的重大调整和转型。The scientific development concept propounded by the Communist Party of China marks the formation of the concept of development in an all-round way in the new century. Its starting point and spiritual essence is to realize the economic and social development faster and better with the new thinking of development, the new choice of development path and the new mode of development. Owing to its scientificaalness, it differs from the traditional concept of development, which is not only the progress of the idea of development, but also the great adjustment and transition of development strategy and policy.
