摘 要:文章归纳了计划经济体制延续下来的宅基地制度在当前存在的问题,指出宅基地制度改革的目标,认为比较好的方案应该是:所有权归国家,农户享有完全的使用权,有偿使用,有偿转让,利用市场规律调节供求,沟通城乡居住用地市场等内容,并进一步分析了该方案的优点和可行性。Prevailing issues existent in the current residence land system in rural areas, which has been a legacy of the previous planned economy, are summed up, and objectives are proposed on the reform of rural residence land. A viable solution should be: the State taking the ownership; rural households enjoying the absolute rights of usage and right of transfer; title transfer based on payment basis; demand and supply modulated by market mechanism; integrating residence land markets between rural and urban areas, etc. Further analysis is provided on the feasibilities and advantages of this proposed solution.
