摘　　要：技术强国对华技术出口限制严重影响了我国经济、技术的自由和快速发展,然而我国对出口管制问题的深入系统研究几乎是一片空白。本文在技术监测理论的基础上,综合运用层次分析法、模糊评价法、人工神经网络以及博弈论等方法,对技术强国对华贸易出口管制的评价、决策等问题的系统研究方法作了较为深入地探讨,以支持国家科技优先发展领域的选择和国家重大科技计划的制定等工作。The export control aiming at China by developed countries has affected the rapid and free development of our country＇s economy and technology seriously. However, the systemic research of export control aiming at China is scarce. The paper researched deeply and systemically the methods about export control aiming at China by developed countries based on the theory of the technological monitoring, such as AHP, FCE, ANN and game theory, etc.
