摘 要:赋予集团控股公司这一“旗舰”的国有资产经营权,充分利用国有企业集团的经营优势和行业影响力,使其On December 10, top two real estate companies that owned by Beijing Municipality-Beijing Urban Development Group Co., Ltd and Tian Hong Group officially declared to merge and set up Beijing Capital Real Estate Development Group Co. (Holding), or Capital Development Group as abbreviation. This is the first time of realizing merger and restructure of State-Owned real estate companies. The newly set up Capital Development Group is the largest real estate development group in Beijing, and is 100% state-Owned, under the management of State-owned Assets Supervision and Administration Committee of Beijing Municipal government. The setting up of Capital Development Group will greatly influence not only the integration of real estate industry in Beijing, but also the integration of SOE property rights and organization that is rising all over the country. Obviously, the strategy of the reform of Beijing State-Owned real estate management is carry out 'Flagship Strategy' which is setting up flagship-like State-Owned Assets Management company, build an organic organization through property rights bond to form group advantages and carry out scale benefit. It is according to the concept of migrating from State-Owned Enterprises management to State-Owned Assets Operation. This strategy is just a practical and feasible reform strategy that realized the value keeping and appreciation of State-Owned Assets in Beijing and push forward Beijing real estate industry to develop healthily.
