生态省框架下建设项目环境管理的构想

摘　　要：探讨了生态省框架下海南省的建设项目环境管理的问题,指出环境管理应从参与政府综合决策入手,坚持按功能区合理布局生产,实施排污总量控制,打造生态型产业,为服务和保障生态省建设发挥作用.认为建设项目的环境管理应当强化综合决策机制,发展循环经济,扩大公众参与,加强环境监理.By linking the environmental management to the government g comprehensive decision-making, and placing projects in proper buffer zones and limiting the amount of pollutants discharged and establishing eco-industries, Hainang environmental management of construction projects has contributed positively to the construction of the eco-province. To practice the concept Of scientific development and build an harmonious society, Hainan should further enhance the mechanism of comprehensive decisionmaking, develop recycling economy, broaden public participation and implement environmental site auditing.
