摘　　要：西部生态环境的基本特征主要有四个方面:水土流失严重,人口超载,耕地承载能力脆弱;土地沙漠化严重;干旱少雨,水资源相对匮乏;环境污染普遍,治理难度较大。造成这些生态问题的深层次的根本原因在于产业结构失衡、层次低并存以及西部经济正的外部性的存在。西部经济社会发展必须按照科学发展观的要求,推动西部经济发展和环境保护与建设。the characteristics of the eco-environment in western China are that： the soil erosion is serious, the population is too big, the capacity of arable land is limited, the deserted becomes seriously, it is dry and short of rain in this region, the water resource is seriously short. It is difficult to rebalance the situation. The basic reason is that the unbalance of industrial structure, the low level of its development, and the exterior character of the western China economy. The advancement of economy and society in this region must follow the concept of science development. The development of economy, the environment protection and construction in western China are the main points.
