摘　　要：近年来国际石油价格持续波动,引起油价波动的主要原因:一方面是控制了世界上大部分石油资源的国际垄断资本(如国际石油跨国公司)操纵价格,另一方面是国际投机资本在石油市场的空前活跃,更加大了油价的波动幅度。国际石油价格上涨对中国经济的影响程度较大,必须采取保证我国经济平稳、高速发展的石油安全对策。There are two main reasons which made the international oil price fluctuating continuously during the past few years. One is that the international monopolistic capital （eg. International petroleum multinational corporation） which controls the most petroleum resource manipulates the oil price, the other is the international speculated capital is flourishing extremely and strengthens the fluctuation.The rising of oil price have a serious effect on Chinese economy. Some countermeasures concerning petroleum should be taken to ensure the development our country＇s economy smoothly and rapidly.
