摘　　要：以三峡库区航运突发事件为主要研究内容,借鉴危机管理和预警管理的思想,在三峡库区航运安全调查的基础上,结合航运安全生产管理状况,探求如何构建三峡库区航运突发事件的预测预警、应急处理、信息发布及宣传教育等方面的管理机制。This paper mainly studies shipping emergency of the Three Gorges Reservoir Region. On the basis of the ideology of crisis management and early-warning management, the safety investigation of shipping of the Three Gorges Reservoir Region and the management situation of safety production in shipping, the paper searches the management mechanism of constructing forecasting/early-warning, expedient treatment, information distribution and propaganda.
