摘　　要：走进知识经济时代,政府管理面临严峻挑战,在加强党的执政能力建设的过程中,基于SWOT职业发展理论下的基层政府公务员学习能力建设具有重要作用。为了寻求提高我国基层公务员职业发展水平和学习能力的有效途径,首先必须建构公务员SWOT的职业发展模型,并对其学习能力进行分析,以便有针对性地进行改进。As the knowledge-driven economic developing deeply,the government management is facing with stern challenges,During the process of enhancing the ruling ability of CPC（Communist Party of China）,the civil servants＇ development depends on SWOT career development（model）and the learning ability construction of the basic unit government officials plays an very important function.In order to seek the effective ways on enhancing the career development level and the learning ability of the government＇s civil servants at the basic level.Firstly,we must build the civil servants＇ SWOT careet development model and do further analysis of their learning ability so as to make improvement pointedly.
