摘　　要：建立和完善图书馆制度,是现代图书馆建设的一项重要内容。在图书馆制度中应渗透“以人为本”的理念,即“以读者为本”,“以图书馆人为本”来建立和完善图书馆有关制度,为图书馆工作的开展、科学管理的进行和服务目标的实现提供强有力的保证。The establishment and perfection of library system is an important content of the modern library construction. Should permeate the humanism concept in the library system, i. e. the reader and library is the foundation of the establishment and perfection of library system to provide the strong assurance for the library development, science management and realization of the service target.
