摘　　要：采用文献法和访谈法,对中层干部在大学管理文化中的角色定位,在大学组织文化建设中的作用,以及在“识人”和“用人”两方面,如何发挥中层干部在大学组织文化建设中的作用作了理论性探讨,认为:(1)中层干部是大学组织管理文化建设的中心环节。(2)中层干部的选拔任用、个人行为、部门管理行为在大学组织文化建设中占有重要作用。(3)中层干部“双肩挑”模式体现了大学管理文化的特点。By means of documentaries and talking, the role and significance of middle-ranked cadres in universifies and colleges, as well as how to exert its role in the construction of organizational culture were discussed theoretically. The conclusions were drawn as follows： （1） the middle ranked cadres are the key chain in the construction of organizational culture in universities and colleges. （2） the selection, personal behavior and manage methods of the middle-ranked cadres play vital role in the organizational culture construction. （3） ＂doubleshoulder＂ mode of the middle-ranked cadres embodies the characteristic of management culture in universities and colleges.
