摘　　要：晋察冀是第一个敌后抗日根据地,其组织建设具有开创性、示范性、民主化、法制化、注重基层等特点,其典型经验给我们重要启示。Jin Cha Ji, the first base area in Anti -Japanese War constructed it＇s organizations with the characteristics of inauguration, demonstration, democratization, legalization and paying attention to the grass roots. Its typical experience provides us with important revelation.
