摘 要:探讨了数据包络分析(Data Envelopment Analysis, DEA)在配电线路利用有效性研究中的应用,通过对46条架空配电线路的实例研究给出了一种基于DEA的配电线路利用有效性量化评价方法。该方法从投入产出的角度构建输入、输出指标,用DEA对配电线路利用效率进行测算和评价,得出了配电线路的利用效率、非有效配电线路与其最优状况之间的差距、规模有效性总体分布情况和投入要素的冗余统计。决策者据此可采取针对性措施改善线路状况,同时也为制定配电投资和电价相关政策提供了参考依据。The application of data envelopment analysis (DEA) in utilization availability of distribution lines is researched. Through the case study on forty-six 10kV distribution lines a quantificational assessment method for utilization availability of distribution lines based on DEA is proposed. In this method the input and output indices are set from the viewpoint of input-output and the utilization efficiency of these distribution lines is calculated and evaluated by DEA, and following results are obtained, they are: the utilization efficiency of these distribution lines, the disparity between realism and optimal conditions of inefficient lines, the population distribution of scale efficiency and redundant statistics of input factors. Based on these results the decision-makers can adopt pertinent measures to improve distribution line situation, meanwhile these results can be used for reference to policy-making in distribution investments and tariff structure.
