摘　　要：“政府减灾行政”是在以城市综合减灾管理为研究对象时总括出的新概念,其含义旨在从理论上强调政府在防灾减灾上的特殊作用,同时从观念、制度创新等方面提出了建设“政府减灾行政”系统的思路。＂Government disaster alleviation administration＂, is a new concept when studying city＇s comprehensive disaster alleviation management, whose implication is to emphasize the government＇s special function in taking precautions against disaster and reducing disaster from a theoretical angle, and meanwhile to put forward a train of thought about constructing ＂government disaster alleviation administration＂ system from concept and institution.
