摘　　要：我国出口产品频繁遭受技术性贸易壁垒(TechnicalBarrierstoTrade,简称TBT)限制,给国民经济带来一定影响,迫切需要建立TBT预警系统。论文将基于案例推理的方法引入TBT预警领域,给出了实现的关键技术,提出了基于案例推理与Multi-agent的预警系统功能结构框架,初步实现预警功能,为TBT预测预警问题提供了一种新的思路和方法。The multifarious Technical Barriers to Trade that the exports of China suffered have brought serious impact on national economy.Aiming at the urgent need in China for building early warning system for Technical Barriers to Trade（TBT） ,this paper introduces the method based on the case-based reasoning（CBR） in the field of early warning and alert of TBT,gives the main implementing techniques,presentes the composing,structure and function of the system based on the method of CBR and the technique of multi-agent,and implements the primary function of early warning. The research builds a foundation for further study of applying case-based reasoning to the early warning of TBT.
