大力发展职业技术教育是农村人力资源开发的有效途径

摘　　要：“三农”问题的核心是农民问题。农村劳动力是影响农村经济发展的一个重要制约因素,大量剩余劳动力在农村的滞留,不仅给农村造成了沉重的经济负担,而且造成了严重的资源浪费,成为困扰农村社会经济发展的“瓶颈”。因此,变压力为动力,就应研究我国农村人力资源开发的必要性和现实意义,考虑通过教育投资组织人力资源开发的基本思路,并就现阶段通过发展职业技术教育开发农村人力资源的具体举措。The issue of the peasant is the core issue of ＂Agriculture, Country and Peasant＂. The rural labor is an important confinement factor that affects the rural economy development. A great number of surplus labor forces detained in the countryside and have become the bottleneck of the social and economic development in the rural area. This article studies the necessity and the practical significance of the development of rural human resources and thinks about organizing the development of human resources by education investment. It also points out the related measures.
