全国社区卫生服务现状调查——2000～2002年全国城市社区卫生服务中心财务收支状况分析

摘　　要：目的了解2000～2002年全国城市社区卫生服务中心财务运营状况。方法在全国范围内以抽样方法对2000年及以前建立的77个社区卫生服务中心进行调查。结果2000～2002年每中心的年均总收入分别为1005．16万元、1006．09万元和1032．78万元，年均递增速度为1．36％；年均总支出分别为958．95万元、973．60万元和1008．80万元，年均递增速度为2．57％；总收支比分别为1．048：1，1．033：1和1．024：1，而每年业务收支比〈1、药品收支比〉1。结论2000～2002年社区卫生服务中心总收支及药品收支处于赢利状态，业务收支处于亏损状态，社区卫生服务的持续健康发展仍需政府的大力支持。Objective To know the financial status of the community health service centers in China from 2000 to 2002. Methods To collect the data from the 77 community health service centers （CHSC）, which were set up in 2000 or before, in China by sampling survey. Results From 2000 to 2002, the average gross incomes of the CHSC were 10 051 600 Yuan, 10 060 900 Yuan and 10 327 800 Yuan respectively, and the annual growth rate was 1.36%; the average gross expense of the CHSC were 9 589 500 Yuan, 9 736 000 Yuan and 1 008 8000 Yuan respectively, and the annual growth rate was 2.57%; the annual rations of gross income and expense were 1.048：1, 1.033：1, 1.024：1, respectively. The annual rations of medical causes＇income and expense were less than 1, and the annual rations of drug income and payout were more than 1. Conclusion From 2000 to 2002, the gross income and drug income of CHSC were both more than the gross expense and the drug expense, but the medical causes＇income were less than its payout. The continuous and sound development of community health service still needs the vigorous support from the government.
