摘　　要：在当今行政伦理学和公民道德建设的理论探讨中,公共精神是一个深受重视的议题。公共精神在长期的发展中有两种不同的理解,作为政治参与美德的公共精神和注重保护个人权利的公共精神之间存在张力,现代公共精神必须在两者间取得协调。In the discussions of administrative ethics and civil morals construction, public spirit is a topic, which is paid much attention to. There are two kinds of thoughts to understand the public spirit. Tension exists when public spirit, which pays attention to political participation meets the public spirit, which pays attention to protecting the individual interests. New public spirit must coordinate them.
