摘　　要：“特保”和“特限”是中美纺织品争端的焦点。澄清有关“特保”和“特限”规则中的模糊之处是解决中美纺织品争端的关键。文章将中美纺织品贸易争端提交DSB,争取以判例的形式明确启动“特保”和“特限”应具备的法律要件,为我国纺织品出口创造较好的国际法律环境。The focus of Sino-U.S. dispues on textile trade lies in ＂Special Safeguard＂ and ＂Special Restrict and clarifying the fuzzy part of the two rules becomes crucial for settlement of the dispues. The paper ＂points out that it is rational to present the disputes to the DSB for settlement and demand for the necessary legal documents required by the two rules in the form of institutional award so as to secure a good international legal environment for China＂ s textiles and garments.
