论制约我国荒漠化防治的若干问题

摘　　要：第三次全国荒漠化、沙化土地监测最新结果表明,在21世纪初期,通过实施以生态建设为主的林业发展战略,我国重点荒漠化、沙化地区已从20世纪90年代的“破坏大于治理”转为“治理与破坏相持”,荒漠化和沙化整体扩展的趋势得到初步遏制,但总体形势依然严峻。通过对当前形势分析,认为投入机制、技术标准体系、工程管理、产业发展和生态效益补偿等依然是制约荒漠化防治的几个突出因素。有针对性地提出了对策建议:①拓宽荒漠化防治投资渠道,建立长效投入机制;②尽快建立荒漠化防治技术标准体系;③科学编制全国沙产业中长期发展战略规划;④解决好荒漠化地区生态效益补偿问题;⑤进一步探索荒漠化防治新机制、新方法、新举措,加快我国生态建设步伐。The latest outcomes of the third national desertification monitoring show that the key China desertification region has changed the status of 'destruction momentum greater than treatment' in 1990's into 'the results of treatment is equivalent to destruction' and the tendency of whole expansion of desertification been initially contained,while the overall situation is still severe.The author deems that the input mechanism,technical standard system,engineering works management,industrial development and ecological benefit compensation are still the standing out factors for restricting the prevention and control of desertification through the analysis on present situation.The author puts forward the following countermeasures and suggestions in view of the above condition: a) to broaden investment channels for desertification prevention and control and establish an enduring effect input mechanism;b) to establish a standard technical system of desertification prevention and control as soon as possible;c) to draft long and medium-term national development strategic plans of sand industry scientifically;d) to solve the compensation issue of ecological benefits of desertification region and;e) to further explore a new mechanism,new method and new act for desertification prevention and control and speed up the ecological building in China.
