院、系两级教务管理模式探讨——以南京人口管理干部学院为例

摘　　要：高校教务管理为了适应高等教育现代化的要求,必须根据办学规模和基础建立起有利于自身发展的教务管理模式,有效地实现教学管理职能,协调处理校(院)与系(部)之间管理的关系,提升学校的办学水平和竞争实力。南京人口管理干部学院在教育教学整体改革中把改革的重点放在管理重心下移、推进院系两级联动、教学与教务互动上,做到学院简政放权、宏观管理,系部转变职能、明确权限,抓好专业教学计划管理和教学质量管理、考试管理等工作。In order to meet the requirements of higher education modernization, it is necessary for a college/university to establish his own mode for managing academic affairs so as to realize effective performence, to harmonize the administrative relationship between the college/university and departments/schools and to upgrade its competitive capacity. Taking NCPPM as an example, the paper elaborates the college＇s exploration into the administrative innovation. The college puts reform priorities on downward managing focus, decentralization, cooperating function of the college and departments, and interaction between teaching and academic. In the meanwhile the college＇s practice in the reform of academic affairs is also expounded here.
