资源城市构建节约型社会初探——以淮北市为例

摘　　要：二十多年来,我国经济持续保持高速增长,淮北市作为一个典型的资源城市,既面临着加快经济社会发展的艰巨任务,又面临着资源、环境的多重压力。而发展循环经济、建设资源节约型社会,是落实科学发展观、转变经济增长方式的关键之举,是缓解经济社会发展面临的资源约束矛盾和环境压力的治本之策。就淮北市构建资源节约型社会的实践进行探讨。The economy of our country has been growing sustainably and quickly since twenty years ago. As a typical resources city, Huaibei faces the great responsibility of accelerating development of economy and society, and much pressure of resources and environment. Developing circular economy and building resources economical society is the key of putting scientific development views into effect and changing the economic growth form, and is also the basic policy of reducing the contradiction of limited resources and enviromental pressure. The article mainly discussed the practice of constructing resources economical society in Huaibei.
