摘　　要：本文借鉴企业基因的概念和企业基因重组理论,对资源节约型企业的创建进行探讨,提出了以循环经济理论为指导,创建基于单个能力要素和基于价值链能力要素的资源节约型企业的思路,并认为资源节约型企业的创建需要政府提供法律保障和产业政策引导。This paper analyzes the resources saving enterprise according to the concept of enterprise gene and the theory of enterprise gene recombination, and put forward the establish thinking of the resources saving enterprise based on the single-ability essential factor and value-chains essential factor, At last, the article points out that government should provide law-supervise and industry policy-guide in order to establish the resources saving enterprise,
