摘　　要：行政沟通是影响政策执行效果的重要因素之一。政策理解的偏差、对政策执行中出现的问题处理不当、执行主体间的协调不畅、执行主体与目标群体间的认知偏差等等,都会导致行政沟通的障碍。面对这些沟通障碍,政策执行主体应通过提高执行主体的政策知识、减少组织层级、增加沟通频率、重视与目标群体间的直接沟通、建立公正的政策执行评价与奖励机制等途径来改善行政沟通、促进政策执行。Administrative communication is one of the important factors which have influence on the effect of policy implementation. The deviation of apprehending public policy, the bad cooperation among the implementers would lead to the obstacle of administrative communication. To reduce the layer of hierarchy, to increase communication frequency, and to construct a fair system of the evaluation and motivation, are the vital and effective ways to eliminate these barriers.
