创业投资的政策性引导基金模式研究

摘　　要：政府由于其自身的制度、能力、道德和资金缺失等方面的原因,所以不适合作为创业投资主体,但这并不妨碍政府在创业投资行业有所作为。以政府资本为基础的政策性引导基金便是政府在创业投资行业的意志体现。政策性引导基金有着其他创业投资形式说无法比拟的巨大优势,它可以为创业投资机构和创业企业提供启动资金、信用担保和相关的优惠政策,这极大地推动了我国创业投资行业的发展。Because the disadvantages of institution, ability, morality, lack of capital, etc, the government doesn＇t to be the main part of venture investment. But it doesn＇t mean that the government has nothing to do. The policy introduced fund based on government capital can embody the will of the government in venture investment. Compared with other forms, the policy introduced fund has great advantages. It can provide the venture organizations and enterprises with startup capital, credit guarantee, and some preferential policies, which will drive the great development of venture investment.
