摘　　要：“9·11”事件使世界各国普遍认识到反恐斗争和反恐合作的重要性，但在实践中，美国顽固推行霸权主义和对恐怖主义的双重标准，使世界各国难以形成国际反恐合作和打击恐怖主义的共同行动。各国必须以国际关系民主化为基础，才能建立起真正的国际反恐合作。The 9/11 events have given people throughout the world a common understanding of the importance of the fight against terror and cooperation in anti-terrorism. However, a joint action for international cooperation in combating terrorism by various countries in the world can hardly take shape because of the US insistence on implementing hegemony and applying double standards to terrorism. All countries must look on the democratization of international relations as a base, making it possible to conduct international anti-terrorism cooperation in a meaningful way.
