摘　　要：四川省西北部地区是以藏羌民族集居为主的民族地区,也是四川省的生态资源中心。区域内地理地形复杂,自然保护区数量多、密度大,民族文化浓郁,经济发展落后,居民城市化低。调查发现,由于建立保护区指导思想的制约,现已建立的多数保护区规划缺乏系统科学性,管理系统与职能单一,依然存在来自区域内部居民与外部经济活动对其的破坏。研究认为,要实现保护区的设立为区域社会经济可持续发展创造条件的终极目的,必须以科学发展观为指导思想,对现有的保护区管理系统实施调整与完善,建立具有政府管理职能的资源保护特区,选择以城镇化为主要方式的保护区内就近生态移民,构建科学的自然保护区层次、形成政府(资源保护特区)与民族居民的资源保护利益共同体。The northwest part of Sichuan Province is not only a minority area, where Zang and Qiang Minority live mainly, but also the ecological resource center of Sichuan province. Its geography or landform is complex. There are a large number of nature reserves, which has great density. Its economic development is much slow. The investigation finds that： with the restriction of the guiding thought in building the protection region, the plan lacks in scientific system, the management system and function is a single way, and the damage still occurs from the residents in the region and the economic activities outside. The research concludes that： the final goal is to strive for the sustainable development of regional social economy by establishing protection region. The following aspects must be achieved： with the scientific develop- ment view as the guiding thought, to adjust and improve the management system of the protection region; to establish special resource reserves with governmental management function; to make a close ecological migration in the protection region where citizetion is the main way ; to construct scientific levels of natural protection ; and to form the interest communities of resource protection between the government （ of the resource reserves） and the minority residents.
