完善温州社会保险制度的构想

摘　　要：温州社会保险体系已经形成,但仍然存在着基本养老保险与基本医疗保险覆盖面过窄、劳动力供大于求与企业“招工难”的长期矛盾等问题。完善温州社会保险体系应鼓励私营企业参与养老保险、将流动人口尤其是农民工纳入参保范围来扩大社会保险覆盖面;可先在农村富裕地区或城市郊区实行农村养老保险制度试点,条件成熟再在全市农村推广;以非公有制企业和个体劳动者为重点,稳步扩大医疗保险覆盖面;对失业保险基金要合理调配并加强管理以完善失业保险制度。This paper presents the status quo of implementing social insurance system in Wenzhou, analyzes the existing problems from the aspects of basic endowment insurance, basic medical insurance, unemployment and on-job injury, the differences between urban and rural areas, and so on. It points out that the scope of social insurance should be enlarged by encouraging private enterprise＇s participation in social insurance, bringing the floating population, especially peasants and workers, into the insured scope, attaching importance to the social insurance of peasants whose land is used. The conceivableness of improving social insurance system in Wenzhou is proposed from the aspects of deepening the reformation of medical insurance systems and improving unemployment and the on-job injury insurance systems.
