摘　　要：“十一五”期间,国家发改委和科技部将大力推进中小企业创新发展,使更多中小企业具有良好的成长性。中小企业自身应加大人才引进力度,和高校、科研院所等积极合作,加快技术创新步伐。在外部发展环境方面,政府应加大对中小企业技术创新的金融支持,强化中小企业指导和服务的工作体系,引导和扶持中小企业走新型工业化道路。The National Development ＆ Reform Commission and the Ministry of Science ＆ Technology will energetically promote the innovational development of small and medium - sized enterprises during the period of the Eleventh-Five-Year Plan so that more small and medium - sized enterprises will grow better. These enterprises should intensify their efforts to introduce talented persons and expand the cooperation with universities and colleges and research institutes actively so as to speed up the pace of technological innovation. In the external development environment, the government should provide more financial support to them in technological innovation and strengthen the guidance and service system for small and medium - sized enterprises so as to guide them to take a new road of industrialization.
