摘　　要：整治农村贫困地区日趋恶化的生态环境,促进经济发展的前提是进行生态补偿。可以将生态补偿理解为一种环境保护的经济手段,看成农村贫困地区实现生态建设与经济发展良性耦合的协调机制。农村贫困地区实现生态建设与经济发展良性耦合的补偿机制包括建立绿色国民帐户、资金补偿和政策补偿。Ecological compensation system is a premise for solving the problems between-the ecological construction and economic development. We Can Regard ecological compensation as an economic way of environment protection, as a coordinate system of realizing the good coupling between ecological construction and economic development in the poor rural areas, which including instituting Green GDP; money compensation and policy compensation.
