摘　　要：我国政府采取了一系列促进中小企业发展的政策,但目前融资难、产权不明晰、债务负担重仍是中小企业在改革和运行中遇到的突出问题,本文试图从这三个方面分析入手,提出支持中小企业发展的对策与建议,供政府部门参考。Our government adopted a series of policy to improving development of small and medium -sized enterprises. There are some obvious problems in innovation and running of medium - sized enterprises, such as financing difficulty, definitude of property, debt burden. The strategy and advice are put forward to the correlative department of government based on analysis of the three aspects.
