摘　　要：近几年,随着一批煤矿因安全事故被处罚、停产或关闭,一些相关责任人被行政处分或刑事追究,煤矿安全管理的法律风险问题逐渐显露出来。本文综合分析了安全、法律与效益这三者之间的价值关系,构建了基于价值链理论的煤矿安全法律风险管理体系,并相应提出了安全法律风险管理的战略环节。In recent years, legal crisis problem of coal mine security management appears gradually, as some of coal mines were punished, stopped or closed, and as some of involved persons were punished with administration or criminal. This paper analyses the value correlation of security, law and benefit, constructs the legal crisis management system of coal mine security based on the theory of value chain, and brings forward preponderant stratagem link of the legal crisis management of coal mine security.
