摘　　要：企业是进行技术创新的主体。我国已经将企业进行自主创新置于国民经济发展的核心地位,以构建适应社会主义市场经济的技术创新体系。我国存在着很大的技术后发优势,但这一优势的发挥必须建立在内生性技术创新努力的基础之上。技术后发优势充分发挥的外部条件约束,以及国内企业自主创新努力与引进外来先进技术一定程度的脱节,是我们在充分利用国内外两种技术资源时所必须解决的问题。Enterprise is the main body of technology innovation.The central government puts enterprise independent innovation in the core of future national economic development, and indicates that China is estabhshing technology innovation system suitable for the socialist market economy. China has great advantage of backwardness in technology, but the full play of this advantage must be on the basis of endogenous technolngieal innovation. There are some external restraint eonditions on the full playing of China＇ s advantage of backwardness in technology, and domestic enterprise independent innovation efforts have been divorced from foreign advanced technology to some extent, This problem must be solved when we employ domestic and foreign technology resources.
