做好应对国际高油气价格的准备

摘　　要：从经济学基本原理供求关系出发,分析了本轮油气涨价的原因、特点和趋势。指出本轮油气价格上涨与上世纪70年代发生的石油危机不同,国际油价会维持在较高的水平,我们应做好应对国际高油气价格的准备。同时,分析了本轮油气涨价对世界重要经济体的影响及其采取的应对措施,指出我国应大力发展天然气工业,利用陕京管道,西气东输管道,忠武管道等大型管网相继建成投产的大好时机,充分利用我国丰富的天然气资源,调整能源结构,以气代油。同时提高能源利用效率,尽快建立多元化采购渠道、利用期货等金融工具规避风险。According to the supply/demand relation——the basic principle of Economics,the article analyzes the reasons,features and trend of this oil/gas price rising.It is pointed out this oil/gas price rising is different from the oil crisis happened in the last 70s,and the international oil price will be in a high level constantly.So,we should make ready to deal with international high oil/gas price.Also,the influence of this oil/gas price rising on the major economic bodies in the world and their countermeasures are analyzed.It is suggested China should strongly develop natural gas industry,make good use of the situation i.e.the large pipeline systems of Shaan-Jing Pipeline,West to East Gas Transmission Pipeline,Zhong-Wu Pipeline etc are built and put into operation,and fully utilize the rich gas resource in China to adjust the energy structure and substitute oil with gas.Meanwhile,it is suggested to improve the energy using efficiency,establish the multiple procuring channels,and utilize the financial tools such as futures etc.to prevent risk.
