摘　　要：结合泰兴规划实践,对城市物流系统规划的技术流程进行了修正,突出系统外部不确定性因素和决策主体的战略路径选择问题,提出了以情景规划思想为基础的目标构想和招商策划,对平衡政府意志和现实条件做了一种尝试.Based on the practice of Taixing city＇s logistics planning, a modification of planning technique flow is made, which gives prominence to the system exterior uncertainties and strategic route choices. Finally, the targets and some commercial plans based on Scenic Planning ideas are brought forward to balance the government purpose and practical situation.
