摘　　要：人才问题的关键是人才机制问题,高效的人才机制是造就高素质人才的根本保证,是推进人才队伍改革、建设和发展最稳定,最根本的动力源,同时也是实施人才强省战略的重要基础。创新人才机制关键在于坚持与时俱进的精神,要以实现“小康”大业为目标,积极寻找人才机制创新的着力点。The key to the issue of talents is the talent mechanism. The highly efficient mechanism is a guarantee for training first - class talents as well as a power source for reform, construction and development of the talent team, and at the same time the foundation for implementing the strategy of constructing a province strong in talents. To set up the innovative talent mechanism means to keep up with the pace of the times, to aim at the goal to build a ＂better- off. nation, and to find the focus of effective efforts.
