摘　　要：高等教育的外部评估是提高高教质量和进行高教资源有效配置的有力手段。通过对日本高等教育外部评估的背景分析、新质量管理体系和外部评估体系三部分简明其特征,进而揭示日本高等教育质量管理体系的转变与外部评估制度的密切关系。The external evaluation of Higher education is a powerful means to help improve the higher education quality and deploy the resources effectively. Through elaborating the background of external evaluation, new quality control system and the external evaluation system in Japanese higher education, this paper unveils the transformation of Japanese higher education quality control system and its relationship with external evaluation system.
